- Nadia Butti: Despite the challenges faced by officials at the electoral centers we as observers representing civil society organizations did not monitor any significant violations inside the polling station.
Mrs. Nadia Younis Butti, member of the Board of Directors of the Hammurabi Human Rights Organization, and within the team of the (Alliance of Iraqi Minorities Network AIM) participated as an observer in the elections of the general vote in Kurdistan Region of Iraq which held on October 20, 2024, at the polling center of (Ankawa High School for Boys) located in Ankawa District in Erbil Governorate.
On her arrival, Mrs. Butti noted the presence of the security forces in charge of protecting the polling center. As well as the staff of The Independent High Electoral Commission (IHEC) staff, agents of political entities and international and local observers were also present at the polling stations. Mrs. Butti introduced herself carrying the badge of accreditation being a clearly presentation and an identification as a local observer when entering the indicated polling center and the electoral stations.
Mrs. Butti then met the Director of the Centre introducing herself with the identification card and the entity or the network to which she belonged , asking him to present all the basic necessary materials to conduct the ballot process, in particular the verification devices, Ballot papers, special finger ink, ballot box and lock numbers for polling boxes at each polling station, which were four stations in this electoral center, in order to register as observations in their comprehensive report.
The observer recorded details of her follow-up and monitoring in the polling center, where at 6:30 a.m of the election day half an hour before the opening time Mrs. Butti headed to the location of the polling center (Ankawa High School for Boys) according to instructions given,
Voters headed to the polling stations at 7.00 a.m. where the voting process began to cast their votes, and the process of their entry into the polling stations was organized in a high streamlined manner and according to the instructions set out.. Hours after the start of the voting process, the number of voters attending the center increased, as the voting process was proceeding smoothly, in a good and organized manner, without any violations or technical or logistical problems or disruption in the counting and sorting box
Some minor technical problems occurred in some devices, which led to the failure to recognize the fingerprints of some voters, as their fingerprints did not appear and were not read, causing disturbance but was immediately resolved.
Mrs. Nadia pointed out that the door of the electoral center and polling stations was closed at 6.00 pm, which is the time specified for the end of the voting process, and the counting began after the electronic closing of the polling stations as instructed,
The station manager matched the voter verification device with the results accelerator and manual counting and sorting process and gave the tape of the results to agents of political entities, candidates and observers at the same polling station and announced the results of the winning candidates and the number of votes they received.
Mrs. Butty explained to the organization the details of the completion of the observation and monitoring process, which lasted for 18 consecutive hours throughout the election day in which Mrs. Butti completed the writing of the final comprehensive report on the electoral process and sent it directly and electronically to the team of the Alliance of Iraqi Minorities Network for Election Monitoring, noting that she was continuing to communicate with them sending online statistics of the preliminary results of the vote throughout the day, after which she left the polling station at 11:45 pm.
The final results of the electronic counting and sorting device at polling station No. (4) at the electoral center (Ankawa High School for Boys) came as follows:

- Rami Nouri Oudish Siawash : 86 votes
- Kurdistan Democratic Party : 70 votes
- Nhewi Newi party (New Generation): 45 votes
- Ye Kitti Nishtmani Kurdistan party (Kurdistan National Union):20 votes
- Ye kekr towi nIslami Kurdistan Party (Jamaat-e-Islami): 11 votes
It is to be mentioned that Mrs. Pascale Warda, the Chairwoman of the Hammurabi Organization, during her presence in the region in the city of Erbil before the elections , met with the branch members to clarify the importance of Hammurabi’s participation in monitoring the elections, at least within the Alliance of Iraqi Minorities Network, as a commitment within the voluntary work that Hammurabi is characterized by, due to the importance of the elections proceeding in the required manner of integrity and voter security.
Mrs. Warda praised what was implemented by Mrs. Nadia Younis, Butti a member of the Board of Directors, with her previous professional experience in the subject and witnessed the seriousness of Hammurabi in assuming responsibilities and resolving obstacles, as shown in the implementation paragraphs above.
