On Saturday, the ninth of March 2024, the work of the sixth workshop on the rights of people with disabilities started in Baghdad within the project of the Inclusivity of the Right in its Second Edition, implemented by Hammurabi Human Rights Organization under the leadership .of John Paul II Foundation (FGPII), and with the funding of the Italian Agency for Cooperation and Development,
The agenda of the workshop includes, welcoming and introducing as usually is carried out by Mr. William Warda, the project manager, as he also welcomed the team of the Ministry of Labour and Social Affairs, including Mr. Omar Farouk Al-Hafith and Dr. Yassin Kathem Al-Sudani.
Mr. Warda shed light on the points addressed during the workshop, covering the following:
- A lecture by the researcher Mrs. Pascale Warda discussing the Universal Declaration of Human Rights being the basic rule of human rights, as the rights of people with disabilities can only be achieved by the contents of the Universal Declaration of Human Rights.
The Chairwoman of Hammurabi Human Rights Organization referred to the diagnosis that any violation of any of the thirty rights indicated in the declaration is considered a violation of other rights. Hence, we must be aware that the rights of people with disabilities are in fact two complementary rights, the right as a human being, and the right as a person with a disability with the rights appropriate to his or her needs, adding that there is a dialectical link between them, adding that all of these rights are focused on preserving human dignity, referring to the rights to life, health, education, freedom of movement, enjoying the services, expressing his status freely, protecting his identity and heritage, and to meet the legitimate aspirations.
The Chairwoman of the Organization said that the Iraqi state is under an obligation to apply it on the basis that the Iraqi legacy in this regard goes back to Hammurabi, the father of laws, on the basis that the current international laws in force is based essentially on the oldest laws enacted by Hammurabi, the Iraqi Emperor.
- The second paragraph of the agenda, was alternated between Omar Farouk Al-Hafith from the office of the Minister of Labour and Social Affairs and Dr. Yassin Kathem Al-Sudani from the Ministry’s Disability Care Authority, focusing on the privileges provided by the Law No. 38 of 2013, which contains 26 articles suspended in accordance with the Article 15 and other articles up to Article 19, which summarizes the services to be met by nine ministries, notably the right to life with dignity, education, health, housing and social services, noting that these obligations came within the framework of the concept of the International Convention of 2006, which considers disability to be a kind of human diversity. The team of the Ministry of Labour and Social Affairs also explained the mechanisms that disabled people should follow in obtaining the rights guaranteed by this law.
-The agenda included the presentation of two audio and video films on the merits contained in Law No. 38 of the year 2013 Article 15.
-The agenda of the symposium contained articles in the Iraqi Constitution in favour of people with disabilities and then touched upon the International Convention of 2006 on Guarantees of Non-Discrimination against People with Disabilities, access to Justice, participation in political and public life, education and employment, protection from exploitation and freedom of movement.
-The latest articles of the agenda were a film produced by Hammurabi Human Rights Organization entitled "Rights of Persons with Disabilities in Balance". The film included an awareness material on these rights. Mr. William Warda also set his phone number to serve the participants in the workshop numbering 19 women and 5 men.
